Standing Committee recommendations

Is a recommendation from or a decision made by one of a Board's Standing Committees automatically considered a motion at a full Board meeting? Or must the Standing Committee's recommendation/decision still be presented as a motion (and need to be seconded) at the full Board meeting?

The reporting member (of the committee) often concludes the report by making a motion. There's no need for a second as long as the committee consists of more than one member.

 

But committee reports don't "automatically" result in a motion being made. Sometimes they're just for information.

 

Alternatively, upon hearing (i.e. receiving) the report, a member of the board could make a motion based on the recommendations and information provided.
