Or must the Standing Committee's recommendation/decision still be presented as a motion (and need to be seconded) at the full Board meeting? There's no need for a second as long as the committee consists of more than one member. But committee reports don't "automatically" result in a motion being made. Sometimes they're just for information. Alternatively, upon hearing (i.e. receiving) the report, a member of the board could make a motion based on the recommendations and information provided.
