Basically, you just get the floor in New Business and move that the motion to [....] made last meeting be rescinded. Takes 2/3 to adopt if you didn't give notice. In theory any motion can be rescinded 100%. However, in practise this can only happen to a motion whose action(s) have not been completed, or to the portion(s) that have not been completed. For example, on paper you can rescind a motion to purchase a new clubhouse. However, in reality once the new clubhouse is purchased then a motion to rescind is useless.
