Bylaw revision vs amendment

The Board of our 501 has by practice done revisions of the Bylaws rather than proposing amendments.  The Board develops the changes as deemed needed and then presents those changes to the entire organization for its vote.  I have long felt that making many changes at one time isn't the best way to do this.  Now we need to make a change to the bylaws related to how much money can be spent without Board approval.  Rather than rewrite the whole section on expenditures, I propose that we simply create an amendment to the pertinent section of the bylaws stipulating an acceptable dollar amount and then present that amendment to the organization for their vote.  What do you see as the greatest pitfall to either process?

Any change to the bylaws, however limited or extensive, is an "amendment".

 

If you only want to propose a change to a small part of the bylaws, you should only give notice of that small change. Any changes to your proposal must fall within "the scope of the notice".

 

What giving notice of a revision does is open the entire document to change. In effect, it eliminates the "scope of the notice" restriction.

We are having bylaw issues in our booster club.  The new president wants to eliinate the job of recording secretary because of dislike.  Our bylaws cleary state that the president can choose the parliamentarian with the approval of the board.  She has not asked for board approval and we are in our 4th month of the new year. Three board members are returning members and we have been told that we have no say so in any of this.  She makes all decisions and then we are advised after the fact.  She has done more things than I care to list here but she sent our to the members what her and the pl put together from the response from the membership on what changes they would like.  We have no way of knowing who sent what changes they would like to see since we were told it is not our business.  It is just typed on paper the changes and additions.  According to RRONR are they not supposed to have the original version, the changed version and who submitted the change and then a version of how it would be written if passed?  All we have heard is according to RRONR etc but yet they are not presenting them according to that way
