The agenda item asks no new question and makes no new motion. Everything I see online explains how to deal with "motions" or "questions" but what if neither of those categories really apply? Is there an unlimited (maybe ten minutes, perhaps) right to make statements, or is there no right to make such statements if they do not further the work of the board? He can make a request for this, but he has no right to make a statement or presentation. If anyone objects to his request he'll need a majority vote in his favor to be allowed to proceed.
