Q&A at meeting

If there are questions being asked by the general membership at a HOA's annual meeting, whether the questions pertain to an item or not on the agenda, how are these questions (and answers by the board if they know them at the time) supposed to be recorded in the minutes?

They're not. The minutes are a record of what was done at a meeting (e.g. motions), not what was said (e.g. debate, discussion, q&a),

 

By the way, at a meeting of the general membership of the association, the board, as a board, won't be present. The board can only act as a board at a board meeting. Of course individual board members may be present but the board won't be.
