The minutes of a special meeting of the council should be approved at the next regular meeting of the council. This assumes that the next regular meeting will be within three months or so. If copies of the draft minutes are sent to all members, the minutes needn't be read at the meeting at which they are to be approved (unless any one member requests that they be read). Nothing in RONR gives members the right to a copy of the minutes but members do have the right to review the (approved) minutes (at the secretary's convenience).
