Board reports at membership meetings

Our assoc. has two types of normal official meetings mentioned in the bylaws. board meetings and general membership meetings. The board meets periodically throughout the year. The membership meeting is once a year. we send out a newsletter that the members get right before the Membership meeting which has a written account of board activities. the members also get a magazine six times a year with this same information. my question is, Can the board dispense from using up membership meeting time reading these reports that everybody has already read and get down to letting the members speak, or is the board required to give their report regardless?

The board, as a board, won't be present at a meeting of the general membership. So the board can't do anything.

 

The "reporting member" of the board can be instructed to skip the reading and just submit the written report.
