Is a chairman permitted to not allow a motion to be presented to the Board if the motion is not dilatory but the chair just doesn't want to allow it fearing the result of the vote? Any Chair trying to do such a thing is grossly exceeding his authority and should be promptly smacked down (see FAQ #20). Yes for (possibly) two reasons:1) RONR says he can raise an objection (RONR p. 268 ll. 23-25).2) Depending on whether Small Board rules apply there may not be a duty to remain impartial.
