Committee Recommendations

This question is in regard to church meetings: when members of executive committees meet to discuss and vote on recommendations to be made to the general membership, does this preclude individual committee members from all discussions during the general membership meeting or preclude participation in the general membership voting to accept or deny the recommendation(s) made?

No. If the members of the Executive Committee are also members of the society, they are free to fully participate in the meeting of the general membership, just like any other member. The only exception is for the presiding officer - see FAQ #1 for more information.

In addition, RONR says:

 

"No one can make allusion in the assembly to what has occurred during the deliberations of the committee, however, unless it is by report of the committee or by unanimous consent." (RONR 11th ed., p. 528, ll. 8-11)

Except members of the committee that disagree could formally express a minority view (Minority Report), or indicate agreement with a report except in a specified particular. See RONR, pp. 527 - 529.
