Committees cannot discipline their own members.  They must refer the matter to their parent body as a recommendation, but the decision is up to the parent body.

There is an exception in the case where a committee member causes a breach of decorum of such a degree that it prevents the committee from completing its work, and there is no time to refer the matter to the parent body.  In that case the member can be ejected from the remainder of the meeting at which the offense occurs, by vote of the committee.
