Disciplinary Action Using Improper Procedures

I would like to have your opinion on the proper way to handle a proposal to censure an Executive Committee (EC). It is on the agenda for the assembly next month and we have a Committee on Discipline. This is a proposal to perform a confidential Investigation of alleged allegations by the EC and if the allegations are found to be true, to censure the EC.  Here are the problems with the proposal:

1)   The proposal is not on the form that is approved for this purpose

2)   The proposal is not being handled in executive session. It was sent to everyone in the organization (not just to the Committee on Discipline and the assembly). Most members are not part of the assembly or Committee on Discipline and there has not been a confidential investigation of the allegations 

3)   Half of the allegations are false (for example, the EC is being accused of violating a standing rule that the approved minutes say was not adopted)

We have adopted RONR and have no article on discipline in the bylaws, so my understanding is that this is to be treated using chapter XX of RONR. What are in your opinion the best options for  the EC members?

Then the investigative committee will have an easy time disproving those false allegations.
