Although ROMR does not require input from other members when preparing the agenda, it is quite common for presiding officers to notify other members either formally (by email) or informally (by custom) that "If you want something on the agenda for next Monday's meeting, please let me know by Friday." It is that presiding officer's way getting some idea in advance of what members want to have brought up at the meeting. He is free to ignore their requests and they are free to move to amend the agenda to have their favorite issue added to the agenda at the meeting prior to its adoption. Depending on the organization's rules, new items can also be brought up under the New Business section of the agenda whether previously added to the agenda or not.
