Guest Katie Posted December 9, 2016 at 11:30 PM Report Share Posted December 9, 2016 at 11:30 PM Our bylaws simply state that we follow Robert's Rules of Order, so there is no specific bylaw on attendance by phone. In the past, we have allowed members to call in and participate over speaker phone, but not to vote if not physically present. Are there specific rules within Robert's Rules on this issue? Hieu H. Huynh Posted December 9, 2016 at 11:40 PM Report Share Posted December 9, 2016 at 11:40 PM Members have to be physically present to participate unless your bylaws provide otherwise. Also see FAQ #19.
Kim Goldsworthy Posted December 10, 2016 at 03:21 AM Report Share Posted December 10, 2016 at 03:21 AM There are a couple of paragraphs on the subject of "electronic meetings" on pages 97-99 of the current edition of Robert's Rules of Order Newly Revised. So, yes, there are a few rules in The Book. But The Book also says Quote If electronic meetings are to be authorized, it is advisable to adopt additional rules pertaining to their conduct. For obvious reasons -- sight, sound, glitches, simultaneous audio reception, verification of membership (vs. non-membership), etc.

It's prohibited. You'd need rules in your bylaws to allow for electronic "attendance"
