Guest Sally Posted January 13, 2017 at 01:21 AM Report Share Posted January 13, 2017 at 01:21 AM If a motion to amend convention standing rules is made during the initial debate regarding adoption of the rules, does the motion to amend require a majority or 2/3rds vote? If it is a majority vote, couldn't that lead to a situation where a majority amends the rule but 2/3rds then do not want to adopt the amended rule? Hieu H. Huynh Posted January 13, 2017 at 01:42 AM Report Share Posted January 13, 2017 at 01:42 AM It requires a majority vote. That situation is possible.

That situation is possible. I agree; that situation is possible. But, by the same token, if a majority voted to amend the proposed rules, presumably they did not wish to adopt them in the original form, in which case the original motion may also lack the support needed for a two-thirds vote.
