We are a board of seven and the president has full voting rights as well as presiding. I seem to recall that all directors may address only one another during the business portion of the meetings. This is especially so if it was part of the president's report. Such remarks would probably not be appropriate during debate. If you believe it is improper, you can make a point of order the next time he does it. He will rule on your point of order and his ruling can be appealed to the entire board.
