Your bylaws may use the term"special meetings" rather than emergency meetings. If your bylaws do not provide for special meetings, and if this is truly an emergency, the members may still gather and informally decide to take whatever action they deem necessary. However, the members who vote to do that do it at their own risk and can be held personally liable if the board or the membership does not ratify the action at a proper meeting.
