Dan Honemann Posted September 21, 2017 at 11:12 AM Report Share Posted September 21, 2017 at 11:12 AM I'm pretty sure it isn't determined by reference to RONR.
Josh Martin Posted September 21, 2017 at 01:18 PM Report Share Posted September 21, 2017 at 01:18 PM The role of the secretary or clerk of a deliberative assembly is found in RONR, 11th ed., pgs. 458-460. Although if by "Privy Council" you mean a body of advisers to a head of state, which is the usual meaning of the term, then this question is likely beyond the scope of RONR and this forum.
