Recently, the president of our group decided that because she doesn't like a proposed amendment to change a certain bylaw, that she would form a committee and refer the change to the committee and let it be decided at the end of the fiscal year. Our bylaws also state that all committees have to have their rules created and decided by the Representative Council (in which case this new committee has not been done).
