Compare A commission member's term shall be three years and until his successor is appointed and qualifies; provided, that the initial commission members shall draw lots to divide the membership substantially into thirds, to serve terms of one, two and three years, respectively, so that the terms of commission members will be staggered. If this were purely a question of what RONR says, the commissioner would remain until the successor is appointed and qualified. This, however sounds like statute.
