Guest Jim, a little more information would be helpful. Why does this committee member not have a vote? Is he a "non-voting member" by virtue of a provision in the bylaws? If so, please quote the exact wording of the relevant provision. If he is a member in all respects but without the right to vote, he may well have the right to make motions. There are other members who are a member of the service body but do not get a vote at that service body. Their vote on such a motion would be registered at their "Home Group".. not the service body. Yes the members are identified in the by laws. The motion to which I am referring to can only be voted on by a GSR (Group Service Representative). Other members who fill the administrative role or chair sub-committees are able to participate in debate but do not carry a vote on the type of motion I am referring to (A Main Motion?) A motion to Rescind is itself a main motion. If you have rules regarding who can make and vote on motions within the committee, it's not clear to me why it makes any difference whether the member has/had a vote on the motion being rescinded.
