Many organizations mistakenly "Table" a motion as a way to kill it, which is considered a misuse of the motion Lay on the Table (RONR p. 216, lines 3-10). It sounds like this is what your organization is doing. I'm not sure what you mean by "the first option". Was the motion on the floor tabled (= killed) and then a second, related motion was made? If there is some urgent reason why the motion on the floor must be put aside, then a motion to Lay on the Table may be made and voted on, and if passed the motion on the floor is temporarily set aside so that another motion may be made or some other matter dealt with.
