Motion on the floor

There is a motion to Lay on the Table, which is meant to lay the main motion aside temporarily.

Many organizations mistakenly "Table" a motion as a way to kill it, which is considered a misuse of the motion Lay on the Table (RONR p. 216, lines 3-10). It sounds like this is what your organization is doing.

I'm not sure what you mean by "the first option". Was the motion on the floor tabled (= killed) and then a second, related motion was made? This is also improper.

If there is discussion about a motion on the floor can another motion be brought up to table it and voted on before the first option is addressed?

If there is some urgent reason why the motion on the floor must be put aside, then a  motion to Lay on the Table may be made and voted on, and if passed the motion on the floor is temporarily set aside so that another motion may be made or some other matter dealt with.

Once that is done, a motion to Take From theTable, if passed, will pick up where you left off with the original motion.
