Proper decorum, being able to raise points of order and being able to appeal from the ruling of the chair are three of the key ingredients to ensuring that the rules are followed and that order is maintained. Guest Zev Posted March 9, 2019 at 06:53 AM Report Share Posted March 9, 2019 at 06:53 AM Perhaps this is a meeting of rowdy six-year-olds that want to yell at each other, and when admonished by the teacher/chairman throw rotten tomatoes at her, and not be able to be disciplined in any way.
