Generally, the membership does, and so these board members can vote if they are members. The question suggests you have a different system, though. Why are they resigning AFTER their terms are up? They are automatically off the board when their terms expire. If the society elects board members and officers, they will be able to vote on these persons if they are still members of the society. If the board elects board members and officers, they will be able to vote on these persons if they are still members of the board at the time these elections occur.
