Who can sign an attest to board minutes

We have the secretary of our board of directors sign the minutes and attest to them.  If the secretary is absent, can the secretary still sign and attest to the minutes or should it be the vice president if they were present?

The person who took the minutes for the meeting in question is technically the Secretary Pro Tem, and can sign them.
