Executive committee membership by special committee chair

Your bylaws would define the membership of the executive committee. If there is ambiguity, it will be up to your organization to interpret its own bylaws. See RONR, 11th ed., pgs. 588-591 for some Principles of Interpretation.

Yes.  My thought is that it depends on what the bylaws say.  

So, what do the bylaws say?
