Should that written statement be a part of the minutes that are available once the minutes are approved? I am in Texas. Quote

If there was a motion adopted to include her statement (not a particularly good idea), then the answer is "Yes". See page 468ff for what should (and should not) be in minutes. "Statements" are in the "should not" category. Quote

No. But it seems to me that the President should have made her statement during the time for Officer's Reports, if you are using the standard order of business. But at this point it's water under the Rainbow Bridge. Quote
