POA (HOA) Minutes

Our POA (HOA) President opened a June, 2019 meeting with a statement that she had written - she even said that she was reading a statement that she wrote. Should that written statement be a part of the minutes that are available once the minutes are approved? I am in Texas.

No (even in Texas!). 

If there was a motion adopted to include her statement (not a particularly good idea), then the answer is "Yes".  

See page 468ff for what should (and should not) be in minutes.  "Statements" are in the "should not" category.

No.  But it seems to me that the President should have made her statement during the time for Officer's Reports, if you are using the standard order of business.  But at this point it's water under the Rainbow Bridge.
