Voting at special meetings

When a special meeting is scheduled and the topic is provided, can the board vote on a new topic during that meeting? For example, a special meeting is called because Johnny wants to register to play baseball after registration closes. If the board votes to open registration so Johnny can play, can someone make a motion to now discuss and vote on what to do with the teams now that Johnny has joined after registration.

Nope.

At a special meeting, the only matters that can be considered are those that were specifically described in the call of the meeting.
