Staff presents a report at one of our meetings, and we have received the material prior to the meeting (it is also available for public viewing). One Board member reads excerpts from the report that was already given. He does this during his ten minutes of comments. Can he be called out of order for doing this? A motion can be made to decide the matter (by a majority vote) if an objection is raised and he or someone else would like to see him continue..
