Can Presiding officer vote in a committe meeting?

Hello,

Our bylaws specifically says President can not vote in the board meetings. President also acts as chairperson of Executive committee which consists officers vice president, Secretary, Joint Secretary, Treasurer, and joint treasurer.  Our bylaws does not sy anything about president right to vote when he/she presides over the Executive committee meetings. My question is when he/she is presiding over the executive committee meetings can  vote?

The answer to your question depends in large part on the exact wording of your bylaws and the interpretation to be given to them. Only your organization can interpret your bylaws. We cannot do that for you although we might be able to provide some guidance. What exactly do your bylaws say about the presidents right to vote?
 

The executive committee is not the same body as the Board of Directors. Although it has the name committee in its name, it is not in fact a committee but is in the nature of a board within a board. RONR provides that in small boards of less than about a dozen members, the president may vote and participate along with everyone else. Those rules are commonly referred to in RONR as the small board rules.It appears your executive board consists of less than a dozen members.

Therefore, unless your bylaws or rules provide otherwise, the president may vote and participate in debate in executive committee meetings the same as the other members.
