Reversing a vote made by the quorum

The motion to Reconsider can be made if the various conditions are met.

If not, the motion to Rescind can be made.

I don't understand your use of the word "quorum." I assume that there was and is a quorum when the motion was originally adopted and when you are trying to reverse that decision.

The "quorum" for a meeting is the number of members who must be present for the conduct of (almost) any business.  It is a number.

So your use of the word "quorum" appears to be used in some other way, which needs clarification.
