Previous notice means that notice has been given of the intent to make a particular motion (in this case, to remove the officer). Unless the organization’s rules provide otherwise, notice may be given orally at the previous regular meeting (if the next meeting is within a quarterly interval) or included in the call of the meeting.

If the bylaws provide that officers shall serve for a certain number of years or until their successors are elected, or otherwise explicitly indicate that officers may be removed before their term ends, then if notice is provided of the motion to remove the officer, only a majority vote is required for adoption. If no notice is provided, a 2/3 vote or a vote of a majority of the entire membership is required.

It means that the threshold for the vote is reduced to a majority if previous notice of intent to make the motion has been given.

Previous notice may be given by announcing notice of intent at the previous meeting, or by including the notice in the call of the meeting.  If no previous notice has been given, the voting threshold remains at either a 2/3  vote, or a majority of the entire membership (including members who are not present) either of which will suffice.
