Voting on one's own motion

In the somewhat unusual case where a member wishes the assembly to go on record as having decided not to do what a motion  (and, more particularly, a main motion) proposes, he may, indeed, make and second a motion with the intention of voting against it; however, he must refrain from speaking in debate against his own motion. RONR (11th ed.), p. 393.
