HI,

WE have a member who continually uses point of order as a means fo debating a motion.

Could our chair interrupt the member and tell him he can't use point of order to debate?

The chair needs to be on top of this to prevent it from getting out of hand.

Say Mr. Jones has the floor, and a member interrupts him by calling Point of Order, the chair should respond  The member will state his point of order.

If the member begins to respond with anything other than a valid point that some rule is being broken, the chair should interrupt by simply but firmly repeating The member will state the point of order!  If this doesn't work a third time, the chair should stop the member and if appropriate, explain the purpose of a valid point of order, and then say, So, if the member has no point of order, Mr. Jones has the floor.
