I’m trying to find information on the steps that should be taken by current board members when a board member steps down and leaves an organization but does not turn over all of their documents and information?

I would suggest asking nicely, and then slightly less nicely, and then call a lawyer.

Not really, no. There isn't really much that can be done about this as a parliamentary matter since the person has left the organization. If the person was still a member of the organization the threat of disciplinary action (or actual disciplinary action) might be of assistance, but that won't help with someone who is no longer a member.
