Clubs Board of Directors authority over a standing committee

We have a Board of Directors in our Bocce Club that oversees the committees.  Our Bocce committee which is in charge of organizing Leagues and maintaining courts wants to open the courts during COVID.  We are under the juristiction of the Park and Rec and the Board has submitted a proposal for opening.  There's some disagreement on the Board as to whether we should allow the committee to work with the P and R or do we have the final authority?

This depends in large part on your bylaws whether this committee is a committee of the board (created by the board) or a committee of the general membership, created either by the general membership  or in the bylaw.  If it is a committee of the membership, it is doubtful that the board has any control over it, but that determination likely depends on your bylaws and other governing documents. Do your bylaws specify that the board has the power to oversee this committee? A key question is:  Who is the  parent body of this committee?  Is it the general membership or the board?
