Have they actually been nominated and refused to accept the nomination? Experience has shown that when people are actually nominated they do tend to accept the nomination and if elected they do normally go ahead and serve. Edited to add: you might also consider writing their names in on the ballot. Unless your by laws prohibit write in candidates, they must be permitted on a ballot vote.
