Does the reading of a financial report of previously approved - by statute or committee vote - expenses and income, require a vote to accept the report, when there is no further financial activity to be considered, and when no questions or other motions have been raised?

Well, not to vote, no. For the treasurer's report, no action should be taken. As for the minutes, they will need to be approved, but it will not require a vote. Rather, when there are no further corrections, the chair will say "there being no further corrections, the minutes are approved." This is true even if there were issues, since they will be resolved before the minutes are approved, either by voting on amendments or by unanimous consent.

No vote should actually be taken on approving the minutes. Votes are taken only on corrections to the minutes. If there are no corrections or once all corrections have been made, the chair simply declares that the minutes are approved.
