How specific should the call for a special meeting be?

9:13 says, "Notice of time, place, and purpose of the meeting, clearly and specifically describing the subject matter of the motions or items of business to be brought up must be sent to all members..."

So, in your opinion, if a special meeting is called with the intent of the probable dismissal of a board member, does a general call stating to "Deal with problems on the board" suffice or should it actually say, "To consider the dismissal of Director So and So." ?

In my opinion, a motion to remove an officer or director would have to be specifically noticed.  I do not believe a general notice to "deal with problems on the board" would suffice.

Removal of officers and board members can be tricky and can sometimes be cumbersome and difficult.  It is covered in Chapter XX or RONR.  For starters, you might study FAQ # 20 in the Frequently Asked Questions on the main website.  Scroll down to question # 20, the last one: https://robertsrules.com/frequently-asked-questions/#faqs

"Deal with problems" is hardly clear and specific, in my view.
