If the voting members of a board are defined as a collection of committees and titles (rather than individuals' names), can one person cast two votes and count twice toward quorum if they legitimately are a member of two committees?

No.  One person, one vote is a fundamental principle of parliamentary law.  RONR (12th ed.), 25:9.
