Any committee may meet in executive session for any reason under the rules in RONR. Yes, so far as RONR is concerned. The committee's parent assembly may give the committee instructions in this regard if it wishes. A "proper" use of executive session is whatever the majority decides is proper, unless your organization's rules or applicable law provide otherwise.
