Union Meeting Notes-Can a President request notes prior to sending to members?

As far as the rules in Robert's Rules are concerned, the answer to both of these questions is "no".

1) No rule in RONR permits him to require the Secretary to send him their unapproved draft. 

2) No.  It is the Secretary's draft that the members approve.

No, not without the voluntary coöperation of the Secretary.
