They don't become the official minutes until they have been approved, either at the next meeting or by a committee appointed to approve them. If this question refers to making the minutes (or the draft minutes) available to members of the assembly that met, the draft minutes must be made available by the next regular meeting, at the time at which they are approved. It is often desirable to make them available prior to that time, since this permits skipping reading the minutes (unless a member requests it). If this question refers to making the minutes (or the draft minutes) available to persons who are not members of the assembly (for example, making minutes of the board available to the full membership), there is nothing in RONR which requires this to be done at all.
