This there have been procedural issues with the distribution and return of ballots. Is there a process for invalidating or nullifying the results? It sounds like you are conducting the elections outside of a meeting. Your rules should identify who or what group is responsible for dealing with such issues. §46, as recommended by @George Mervosh, will hopefully provide some guidance.
