Also, when the meeting hall or area is unsafe to continue the meeting, the chair can adjourn the meeting without a motion. There are certain circumstances in which the chair may unilaterally declare the meeting adjourned. Specifically, these are as follows: The assembly has completed its entire order of business and, after the chair asks if there is any (further) new business, no member responds. The assembly has established a time for adjournment in advance and that time has arrived. There is an emergency (such as a fire or riot) and it would endanger the safety of the members to take the time for a formal motion and vote on adjournment.
