Can a board member who was absent from the previous meeting make a motion to approve the minutes?

Can a board member who was absent from the previous meeting second a motion to approve the minutes?

A motion to approve the minutes is never necessary and is ignored if it is made. The chair announces that the minutes are approved, or approved as corrected, after the minutes have been read and any proposed corrections have been handled.  Thus, there is no way for the approval of the minutes to be rejected.

The answer to both of these questions is yes, but as Mr. Elsman has noted, making and seconding such a motion is not necessary and rather meaningless.
