By-laws are silent on different methods of voting. Is a motion which asks for a closed ballot, or for a difernt voting method such as voice or raising of hands etc. debatable or not debatable motion. It seems that they would be procedural in nature and therefore not debatable. However, people may want to discuss /debate why one should or should not be used.

The motion to order a vote by ballot is not debatable.

Section 30 will offer some additional insight. There it indicates that motions to vote other than voice vote or Division (ballot as well as standing counted, roll call, etc) are not debatable.

The motion to order a vote by ballot is not debatable.

I agree with Mr. Mountcastle only if the motion is made while a main motion is pending; however, if it is made when no other question is pending, it is a debatable main motion. See RONR (10th ed.), tinted pages 28, 29, motions 84 and 85.
