Is it a simple majority vote?Yes, it requires a majority vote. Is there any restriction on what can be said in the resolution?Yes, but you specifically get more latitude in a motion to censure. Just be careful in deciding the meaning of, "as may be necessary," in the following citation."Except as may be necessary in the case of a motion of censure or a motion related to disciplinary procedures, a motion must not use language that reflects on a member's conduct or character, or is discourteous, unnecessarily harsh, or not allowed in debate." - RONR(10th ed.), p. 333, l. 1-8.
