Does anyone know what Roberts' Rules of Order states with regard to whom can preside over a school board meeting where the members are elected officials?? Does the President (an elected member) have to preside over the meetings if present??

The president acts as the presiding officer over all meetings of the organization.

That indeed is the primary duty of a president, according to Robert's Rules of Order.

Does the President (an elected member) have to preside over the meetings if present?

"Have to"?

It is his duty.

But, if a president declines the opportunity to serve as the presiding officer, then the duty falls to the Vice President to perform this duty.

If the Vice President will not perform this duty, or if the P and VP are absent, then a chairman pro tem must be chosen.

The assembly may move to suspend the rules and relieve the P and VP of the duty of presiding so that a chairman pro tem may can be appointed for this purpose.

Anyone can preside over a meeting. (RONR, 10th ed., pg. 431, lines 2-4, 16-20)

Does the President (an elected member) have to preside over the meetings if present??

No. The President should generally perform his duty of presiding, but there are circumstances where it would be appropriate for someone else to chair the meeting. (RONR, 10th ed., pg. 431, line 21 - pg. 432, line 8; pg. 432, line 31 - pg. 433, line 2; pg. 436, lines 4-11)

Ms. Gilkey, I think it might help if you clarified why you are asking this question. What is the situation that has led to this concern?

Annual Meeting is the meeting properly ajourned if a motion was not made and seconed and voted on by the membership in attendance to adjourn?

If there's no further business to attend to, the Chair may declare the meeting adjourned, although he should say something like "If there's no further business this meeting will adjourn... (pause and wait, no one speaks up).... as there is no further business, this meeting is adjourned." (pounds the gavel, exits with a flourish)
