Moderator presents motion to erect committee

Dear RONR Officianados;

Under what circumstances can a moderator pass a motion at an assembly that he is moderating? (Need RONR references)

Specifically how can a moderator go about moving that a temporary committee be errected?

Also if Mr. Moderator can do this how can he go about nominating (not appointing) individuals to serve on said temporary committee.

Okay, I'll bite. FAQ #1 (chair voting to break tie) has to do with this question.... how?

However, the impartiality required of the presiding officer of an assembly (especially a large one) precludes exercising the right to make motions [emphasis mine] or debate while presiding, and also requires refraining from voting except (i) when the vote is by ballot, or (ii) whenever his or her vote will affect the result.

In a large assembly, only if he relinquishes the chair, which should be done rarely. (RONR, 10th ed., pgs. 382-383) In a small board (about 12 members or less), whenever he wants. (RONR, 10th ed., pgs. 470-471) In either case, the content of the motion is immaterial. The motion could specify how the committee is to be appointed. Depending on the size of the assembly (and therefore whether the moderator is still presiding at this point), either nominations by the chair or nominations from the floor might meet the desired goal.
